I don't know where the discussion of this subject now stands, but I thought I'd share that the new Diners Club/MasterCard I just received has a chip and accompanying PIN. One of their customer service representatives confirmed that this is the same kind of chip now found so often in European cards.
I've never had a problem using my non-chip card while traveling, but I believe that some people have. So perhaps this information will be useful to some of you.
