Last year, I booked the small group, personal tour with maximum 17 people through Premium Tours SG1 Stonehenge, Bath & Salisbury.   The day sounded perfect; however, the night before departure, we received a phone message in our hotel room that the tour was cancelled and that we could switch to a different large group tour.  We did not want to travel with a large group requested a refund.  Our money was promptly refunded; but we never got to Stonehenge.   If you book a small group tour, be sure to ask about their cancellation guidelines.   Good luck.
